On July 6, 2026, the Ministry of Trade, Industry and Tourism published the Draft Resolution for comment: “Whereby guidelines are established for due diligence and preventive management of risks associated with forced or compulsory labor in supply chains, and other provisions are issued,” whose objective is to establish general criteria aimed at enabling foreign trade operators to identify, evaluate and manage autonomously the risks associated with forced or compulsory labor in their supply chains.

As one of its main components, the initiative foresees that the Directorate of Foreign Trade will enable, through the Single Window for Foreign Trade (VUCE), the Integrated Risk Management System (SIGR) or the electronic mechanisms that develop them, a channel intended for the reception, analysis and evaluation of complaints, reports, requests, communications and information related to goods allegedly produced, totally or partially, through forced or compulsory labor.

Likewise, the project establishes that the Directorate of Foreign Trade will define the minimum requirements for identification, content and documentary support that the communications submitted must meet, as well as the criteria for their analysis, prioritization and assessment, based on the standard of reasonable reasons, provided for in the resolution.

The Ministry of Commerce will receive comments and observations on the project until the 21 of July of 2026, giving companies, trade associations and other interested parties the opportunity to participate in the process of building this regulation.
