The National Government issued the Decree 0583 of June 5, 2026, through which it fully repealed Decree 0170 of 2026 and the complementary measures subsequently adopted, eliminating the tariffs that Colombia had imposed on imports originating from and coming from Ecuador within the framework of the trade dispute between both countries.
The decision comes after the Ecuadorian government eliminated the "customs service fee," a measure that had prompted reciprocal actions from Colombia.Consequently, the Colombian Government considered that the circumstances justifying the continuation of the measures had disappeared and that it was necessary to restore normal conditions of access to the bilateral market.
However, the Government decided temporarily maintain some of the measures applicable to rice imports originating in Ecuador. This decision is based on information provided by the DIAN (National Tax and Customs Directorate), according to which this product continues to be subject to technical and open smuggling across the border, a situation that requires strengthening customs control mechanisms before completely eliminating current restrictions. Decree 0583 of 2026 establishes that the measures provided for in Article 2 and the corresponding sanctions pursuant to Article 4 of Decree 170 of 2026, with respect to goods classified under subheadings 1006101000; 1006109000; 1006200000; 1006300010; 1006300090; and 1006400000, will cease to be in effect. 45 calendar days after the publication of the Decree.
The issuance of Decree 0583 represents a positive sign for the reactivation of bilateral trade between Colombia and Ecuador. With the elimination of reciprocal measures, companies from both countries will be able to resume operations under the preferential conditions established by the Andean Community.
Decree 0583 of 2026 will enter into force the day after its publication in the Official Gazette, except for the provisions applicable to the aforementioned rice subheadings, whose repeal will take effect once the transition period established by the National Government has ended.
